LEOS Version 3 available now!

Drafting new legislation is a complex and time-consuming process, involving many actors. This process, with increasing pan-European dimensions, can be made easier with Leos, a free tool that facilitates the editing/reviewing processes and generates produced legislation in a format supporting interoperability between European Institutions. LEOS enables users to create and draft legislative acts via a web user interface, where the document content is stored in an XML format.

LEOS was developed under the ISA programme of the European Commission. Support is continued under the new programme, which is promoting the modernisation of public administrations through the development, sharing and re-use of interoperability solutions. The solutions developed can benefit public administrations, businesses and citizens across Europe, by reducing time and costs spent on administrative procedures.

While LEOS has been developed to support the drafting of legislation by the European Commission services (i.e. proposals for directives, regulations and autonomous acts), public administrations can download and adapt the code to meet their own specific requirements. The code is available under the free European Union Public Licence (EUPL).

The new release is a significant step forward in enhancing the collaboration between document drafters (track changes between versions, sharing of comments, etc.).

New in this release:

  • Updated HOWTO documentation;
  • Document Viewer;
  • Document changes reviewing pane (track changes between versions):
    • Version selector;
    • Change markers;
    • Change navigation;
  • Editor:
    • New inline editing functionality;
    • Improved user comments:
      • Permanent Display;
    • Review interface:
      • Suggest a change in the text
      • Accept/reject a change
    • Updated dependencies (frameworks and libraries);
    • Technical improvements, such as an updated module structure and various bug fixes;
    • These fixes have not been implemented for Firefox (ESR 38.3) or Internet Explorer (11).

To learn how to compile and run the tool on your local machine without external dependencies, please refer to the README file included in the release.
